Poignant Mill Girl Design by Joel Iskowitz
At the center of the obverse is a left-side effigy of President George Washington. Designed by John Flanagan, the image has appeared on American quarters since 1932. "LIBERTY' and "IN GOD WE TRUST" are inscribed to the left and right, respectively, while rim inscriptions read, "UNITED STATES OF AMERICA" and "QUARTER DOLLAR."
The reverse image was designed by Joel Iskowitz and sculpted by Phebe Hemphill. It features one of Lowell, Massachusetts's famous mill girls. During the Industrial Revolution, the mill girls worked in factories while speaking out for abolition and better working conditions. The girl works on a power loom near a window, through which the Boott Mill clock tower is visible. "LOWELL" and "MASSACHUSETTS" are among four rim inscriptions.
