Until now, West Point's Mint mark has never appeared on the coin. The specially struck 2019-W proof Lincoln Cent is issued by the Mint exclusively in its annual U.S. Proof Coin Set produced by the San Francisco Mint.

First Releases San Francisco Minted GEM Proof Set with Proof 70 Red 2019-W Lincoln Cent
This 2019-S U.S. Proof Coin Set was submitted to Numismatic Guaranty Corporation (NGC) for grading within thirty days of release, earning the First Releases designation and the comprehensive certification of GEM Proof. The ten coins are housed in two clear cases as originally issued by the Mint. Also designated First Releases, the 2019-W Lincoln Cent was subjected to individual review and deemed to be in perfect Proof 70 Red (RD) condition and encapsulated in a labeled NGC holder. A U.S. Mint Certificate of Authenticity is included with the set.
