The reverse depicts a female standing at a typical power loom workstation in a weave room with a large circular bobbin in the foreground. The design by Joel Iskowitz and Phebe Hemphill includes a view out a window of the nearby Boott Cotton Mill Clock Tower and a smoke stack. Inscribed "LOWELL," "MASSACHUSETTS," "2019" and "E PLURIBUS UNUM."
The obverse features John Flanagan's classic rendition of Founding Father George Washington. "UNITED STATES OF AMERICA," "LIBERTY," "IN GOD WE TRUST," "P" and "QUARTER DOLLAR" are inscribed. The coin's smooth edge is lettered ".999 FINE SILVER 5.0 OUNCE."
