Designed by Joel Iskowitz and Phebe Hemphill, the reverse depicts a woman operating a loom with a large circular bobbin. Inscribed "LOWELL," "MASSACHUSETTS," "2019" and "E PLURIBUS UNUM."
The image of George Washington is centered on the obverse. The design created by sculptor John Flanagan in 1932 is accompanied by the inscriptions "UNITED STATES OF AMERICA," "LIBERTY," "IN GOD WE TRUST" and "QUARTER DOLLAR," with ".999 FINE SILVER 5.0 OUNCE" appearing on the smooth edge.
