In her right hand, she extends her torch of freedom, a symbol of hope for millions throughout the world. In her left hand, she extends an olive branch, a symbol of peace. The background features the Capitol Dome and the morning sun, while fifty stars spread throughout the rim.

The reverse image, which was the creation of Miley Busiek, honors the national bird, the bald eagle. A male returns to his family, which waits in their nest, bearing an olive branch in his talons.
