At the center is Liberty, who holds her torch of freedom high as the wind blows her long hair and garment. She also holds an olive branch, a symbol of peace, off to her side. The Capitol Building is in the lower left, and the entire scene is set against a backdrop of the rays of the rising sun. Along the rim are fifty stars, four more than on the original design that appeared on the double eagle.
A family of eagles constitutes Miley Busiek's reverse design. A mother eagle tends to her young as she watches her mate return to the nest with an olive branch.
