She extends her right hand over the morning sun, as though presenting it to the holder.
On the reverse is John Mercanti's adaptation of the Great Seal of the United States. Thirteen stars are arranged above the head of an eagle, which guards a union shield. In one talon, it clutches an olive branch, a symbol of peace, and in the other, it clutches arrows, symbols of military readiness.
