The sale of each coin in the final mintage of 27,652 included a surcharge which was dedicated to the construction of the proposed visitor center under the U.S. Capitol's East Plaza.

The reverse features a corner view of the Capitol as it appeared in 1800. Inscriptions include "UNITED STATES OF AMERICA," "E PLURIBUS UNUM," "W" and "FIVE DOLLARS."
