She is surrounded by a star to represent each state, along with the inscriptions "LIBERTY" and "1999." The design is adapted from the 1907 Double Eagle coin designed by Augustus Saint-Gaudens, an award-winning sculptor of the early 20th century.
Reverse: The reverse illustrates a family of eagles; the female and young in a nest, with the male in flight above grasping an olive branch. The design is credited to Miley Busiek, an American artist whose works include sculptures on display in the Ronald Reagan Presidential Library and the Smithsonian American History Museum.
