Surrounded by fifty stars, the iconic Lady Liberty strides forward with rising sun behind, carrying an olive branch and torch of freedom. The U.S. Capitol Building appears at lower left, with inscriptions "LIBERTY," "1998," and "W." The reverse depicts a majestic bald eagle with grasped olive branch heading for an exquisitely detailed nest, his mate and young waiting for his return. Inscribed "UNITED STATES OF AMERICA," "E PLURIBUS UNUM," "IN GOD WE TRUST," with weight and denomination.
