Lady Liberty is featured on the obverse cradling a bundle of oak and laurel branches, an image borrowed from the Walking Liberty Half Dollar struck from 1916 until 1947, designed by Adolph A. Weinman. "LIBERTY" sweeps above the elegant, flag-draped figure of Liberty, with "IN GOD WE TRUST" and "1991" inscribed near her feet.

The reverse design by John Mercanti symbolizes peace and freedom, represented by a heraldic eagle grasping an olive branch in its right talon and cluster of arrows in its left. Inscribed "UNITED STATES OF AMERICA," "1 OZ. FINE SILVER," "ONE DOLLAR" and "E PLURIBUS UNUM."
